Founded in 1981 by William Frank Newton (1941-2015), WFN provides HUD grant administration services for two of the largest counties in the State of Georgia.
A wholly-owned subsidiary, WFN Consulting, LLC, was created in 2009 and specialized in short-term HUD consulting engagements. To date, WFN Consulting has operated in over 50 jurisdictions throughout the United States.
Mr. Newton’s vision of creating sustainable public-private partnerships and leveraging non-federal resources for our clients is a legacy in which we proudly carry on today.

This includes our full time administration of grant programs for city and county governments who are entitlement communities. Our firm equips local jurisdictions with all the necessary planning, research, application assistance, implementation, monitoring, reporting assistance and oversight of grants funded by the U.S. Department of Housing and Urban Development (HUD) through the Office of Community Planning and Development (CPD).

Frank Newton, Inc. and focuses on short-term engagements (on average about 6 months) for municipal clients that need assistance on topics such as: Analysis of Impediments to Fair Housing Choice (AI); Consolidated Planning; Strategic and Comprehensive Planning; Fair Housing Plans and Training; Housing and Retail Market Analyses; Efficiency Studies for federal grant programs; Housing Needs Assessments; and Technical Assistance and Training. WFN Consulting’s vast experience includes working in rural, suburban, and urban settings, with single jurisdictions, consolidated governments, and multi-jurisdictional bodies. Our clients are city, county, and state governments, and come in all sizes, with populations ranging from less than 50,000 residents to more than two million residents.
